California Tries to Stimulate Economy With Public Works: “Only four years ago, Riverside and nearby San Bernardino, often called the Inland Empire, were California’s economic powerhouse, accounting for more than a fifth of the state’s new jobs. This story hits close to home. In fact, just a year ago I had considered moving to those counties, where lower housing rates beckoned. Now I’m glad I didn’t make the move.
